### 7.1 General Rules

- All roots are phonotactically legal per [§1 Phonology](#1-phonology).
- Roots are interpreted by position; no obligatory part-of-speech suffixes.
- Copular/existential root: `suru`.
- New roots are adapted from Ancient Greek, Latin, Japanese, Hawaiian, or Maori.
- Preferred shapes: `CV`, `CVC`, `CVCV` — open final vowels preferred unless a final `n/s/r` is clearly justified.
- New roots must be **semantically atomic** and traceable to the sourcing policy.
- Canonical lexicon data is stored in `lexicon.csv` (columns: `index`, `root`, `gloss`).
- Domain and semantic particles are listed in this spec and do not require individual lexicon entries unless also used as standalone roots.
